An appeal is a procedure whereby the decision is considered by a new panel who have not reviewed the evidence before.
The appeal panel should consist of:
- A Postgraduate Dean (or their nominated deputy) from with London and Kent, Surrey and Sussex that is not the Responsible Officer for the trainee appealing the ARCP outcome. The Postgraduate Dean will be the Chair of the panel.
- a College/Faculty representative from outside the locality in HEE from the same specialty as the trainee
- a senior doctor from within the same locality in HEE as the trainee and from the same specialty as the trainee
- a senior doctor from the same locality in HEE as the trainee and from a different specialty to the trainee
- a senior trainee from a different specialty to the trainee
- a lay representative
There will also be a member of the Healthcare Education Team present to take notes of the proceedings.
The trainee (or his/her representative) will present their case to the panel. The panel members will then have the opportunity to ask questions to the trainee.
A representative of the Specialty Faculty will then present their management case. The panel members will then have the opportunity to ask questions of the School representative.
The trainee and the School representative will then be invited to make any final comments or clarifications before the panel retires to consider its decision.
The trainee, trainee representative, and School representatives will then leave the meeting whilst the panel members discuss the case and reach a majority decision.
