Do I need to inform my next employer that I am resigning from the training programme? (rotations)

If you have given your notice with less than 12 weeks until you are due to rotate to a new placement, then yes you are responsible for informing your new employer as well as your current employer of your intentions and should engage with both when agreeing a suitable last working day.
